Gregory J. Velazquez II serves as the Texas Community Support Manager for Water Finance Exchange. He brings more than 28 years of experience in municipal infrastructure, public works, and water and wastewater utility management. Before joining WFX, Gregory served as Public Works Director for the City of Del Rio, where he led utility operations, capital improvement planning, regulatory compliance, and multimillion-dollar infrastructure projects. He has extensive experience working with Texas communities, engineering consultants, and state and federal agencies to assess infrastructure needs, identify funding opportunities, and develop sustainable solutions. Gregory is a licensed Texas water professional committed to helping communities strengthen and improve their essential infrastructure systems.
