Washington, DC (May 2026) – Water Finance Exchange (WFX) is excited to announce a transition in our leadership as the organization moves into its next phase, which represents the formal alignment of technical assistance and financial resources necessary for community health and economic opportunity. Managing Co-Founder Hank Habicht, who, in partnership with Co- Founders Brent Fewell and Usha Rao-Monari, has catalyzed and executed WFX’s operations and vision since its inception will be stepping down from his role and will continue to serve WFX as the Chairman of the Board.
To lead WFX’s internal and day-to-day operations, Rogelio Rodriguez, who has served as WFX’s lead financial expert and Director of Texas Operations since 2021, will begin his role as Chief Executive Officer of WFX.
“Rogelio has exhibited leadership in designing, building, and implementing the WFX model of finance-focused technical assistance, laying the groundwork for regional partnerships and building our outstanding core team,” Habicht said. “Rogelio began with WFX shortly after our launch and has been an exemplary model of WFX’s principles: humility, integrity, respect, and purpose.”
Rodriguez has over 25 years of experience in public finance investment banking. His work at WFX has included facilitating regional collaborations, assisting communities with water resource management, executing project design and implementation, and helping communities foster holistic water and wastewater infrastructure solutions that maximize public health, affordability, and economic opportunity. Rodriguez has been a role model in promoting WFX’s community-first mission.
As CEO, Rodriguez will continue to provide his expertise on community engagement initiatives, while continuing to build and grow WFX’s expertise and leadership in providing support to communities to increase their access to capital for infrastructure solutions.
“It is a privilege to step into the role of Chief Executive Officer of Water Finance Exchange at a moment when the need for affordable water infrastructure has never been more urgent, and the opportunity to address it has never been greater,” Rodriguez said.
Through Rodriguez’s new role and Habicht’s leadership on the Board, the two will continue to work closely together to advance WFX’s mission and steer our team of internal support staff, senior advisors, and members of the Board.
