Updated 3/23/2026: Expressions of interest accepted and reviewed on a rolling basis.
Water Finance Exchange (WFX), a 501(c)3 not-for-profit headquartered in Washington, D.C., was awarded funding by the Texas Department of Agriculture to solicit expressions of interest from certified public accountants (CPAs) to perform financial audits of community water and wastewater systems. As a non-profit technical assistance provider supporting more than 70 community water and wastewater systems in the State of Texas, WFX is uniquely positioned to manage a roster of CPAs that can be referred to community water systems in need of an independent financial audit.
In Texas, many small, rural, and Tribal water and wastewater utilities struggle to achieve eligibility for state and federal funding. One such challenge to achieving funding eligibility is the provision of recent financial audits. State and federal funding can be a meaningful catalyst for improved water and wastewater service, which is a critical factor for public health and a potential trigger point for continued economic health and development of communities.
The Support for Technical Assistance Rapid Response (STARR) Program aims to strengthen the capacity of small and rural communities to access financing and technical assistance for critical water infrastructure projects. We are seeking expressions of interest from qualified firms and auditors to support this important initiative.
Submission Instructions: Interested firms shall submit an expression of interest via email to Lia Clark, Texas Community Support Director, at lclark@waterfx.org and include “Response to RFEI for CPAs” in the subject line. WFX accepts and reviews expressions of interest on a rolling basis.
Please find the full RFEI document at the link below. Submissions should follow the guidance outlined within.
