Walter “Buzz” Pishkur

Buzz provides technical assistance to communities, while providing expertise and input into WFX’s internal operations.

Mr. Pishkur is currently the Senior Planning and Operations consultant for the City of Amarillo, Texas, a municipal water and wastewater provider serving over 200,000 customers in the Texas Panhandle. He has served in this role since October of 2022. Prior to that he served as the Interim Director of Water Utilities for Amarillo from June 2022-October 2022 and also served as the interim Public Works Director for Amarillo from August 2023- December of 2023. He also provides expert consultations for utility projects and industry strategic initiatives across the country as an independent contractor. He is the founding chairman of Public Water Solutions, a start-up marketing organization, and served on the board of RedZone Robotics from 2018-2023. He also serves on the board of Akron Global Water Alliance, and the Water Finance Exchange. He published his first book on organizational leadership and innovation in the public utility sector in December 2019.

Mr. Pishkur’s employment history includes Serving as the Midwest director of business development for the United Water Company, a leader in the water services industry, from 2010-2012. He was named President and CEO of Aqua Ohio Inc., the largest water company in the state of Ohio, in 1992. He was also President and CEO of western Pennsylvania operations of Aqua Pennsylvania during this same period. He retired from Aqua in 2008 and immediately became President and CEO of Forum Health, a multidisciplinary hospital system with over 3,500  employees. In 1992 he completed his executive MBA degree, with honors, from the University of Illinois. He has achieved the highest licensing for water treatment operations in Ohio, Illinois, and Texas.

Mr. Pishkur has been a guest lecturer at state and national conferences across the US and provided expert testimony on cost of service and utility operation before the public utility commissions of the states of Ohio, Illinois, and Pennsylvania, along with witness testimony that was instrumental in the passage of two precedent-setting tort reform and system rehabilitation funding bills in the state of Ohio. His educational credentials include a cum laude degree from The Ohio State University and a Masters degree from the University of Illinois with honors.
