On Oct. 1st, 2025 Water Finance Exchange (WFX) hosted a webinar exploring the role states can play in advancing water and wastewater system voluntary regionalization. The session featured perspectives from different state agency representatives and their regionalization initiatives. Participants heard how states can reduce barriers to consolidation, promote shared services, and leverage infrastructure investments more effectively. Drawing from real-world examples, the webinar outlined best practices and actionable strategies for state agencies and partners.
Brent Fewell, Co-founder of WFX, moderated the discussion featuring Bill Moody, Director of the Bureau of Water Supply at the Mississippi Department of Health, and Ross Colona, Assistant Director of Local Government Finance at the Tennessee Comptroller of the Treasury. Later in the conversation, the panel was joined by Layne Piper, Senior Project Manager at the Environmental Council of the States to describe some of the organization’s efforts in supporting states that are interested in regional solutions.
